The U.S. embargo makes it nearly impossible for Cuban surfers to get the most basic needs like surf wax, sunscreen, resin, fins, etc. and they take to a black market network to fill the voids. It is believed Roark left some boards and other necessities to spread change in the form of surfing during his time in Havana.
